Gene Kelly, the dancer and singer, introduced some promising young performers at the White House today and, true to his word, he neither sang nor danced. ''I'll be 70 years old in August,'' Mr. Kelly said in an interview before the fourth in a series of performances of which Beverly Sills is host. ''And when you get to that age, you don't jump over tables. Every dancer and every athlete stays too long. I hope I didn't.''
Mr. Kelly's resolve was so firm that he became the only established star in the series not to entertain. Even Miss Sills, came out of her operatic retirement to sing a lively ''Jingle Bells.''
Instead of Mr. Kelly, then, the stage set up in the East Room of the White House carried modern dancers from the Martha Graham Dance Company, dancers in the more classical style from the San Francisco Ballet and Gregg Burge, a latter-day Gene Kelly, who did a song-and-dance routine from Sophisticated Ladies, the Broadway showcase of Duke Ellington's jazz. As they did at the previous programs, President and Mrs. Reagan spoke at today's show, which was taped for broadcast tonight on Public Broadcasting Service.
