AT a WNET/Channel 13 luncheon for a few journalists several months ago, Peter Martins conceded that he was still a bit uneasy about bringing the New York City Ballet to television. He would be happier if the screen were more flexible, being able to expand like an accordion from the standard 19-inch diagonal to something perhaps as large as 90 inches. Fortunately, though, Mr. Martins, who with Jerome Robbins is co-ballet master of the company, is continuing to work in television, and tonight's ''Dance in America'' presentation on WNET/13 at 8 demonstrates that his concern for scale can have its rewards.
''A Choreographer's Notebook: Stravinsky Piano Ballets by Peter Martins,'' a cumbersome title if ever there was one, features four dances that he has choreographed since 1980, all of them using the music of Igor Stravinsky, who, of course, long worked closely with the great George Balanchine. Except for the final piece, ''Concerto for Two Pianos,'' which uses 3 soloists and a corps of 12 ballerinas, these are physically ''small'' works and are ideally suited to the small screen. The entire production was taped on the stage at Lincoln Center's State Theater using only a pale blue backdrop that furnishes a neutral, non distracting space for the dancing.
